Minecraft Education Dedicated Server not authenticating.

Description:                                                                                       
Our Minecraft Education Dedicated Server does not authenticate and all our clients cannot access the server tab. The server starts successfully and binds to its port, but all authentication with Microsoft services fails, preventing any clients from connecting.                        
Server error log (repeating):                                                            
[ERROR] Error code: 504
[ERROR] Could not contact Services to fetch joiners                          
[ERROR] Could not contact Services to update server                      
[ERROR] Could not finalize sign in with services                               
[ERROR] Failed to acquire public signing keys from the service.     

It also is an issue on the client v1.21.132 on both mac os and windows. 

We get a NXDOMAIN from xbl.auth.xboxlive.com but others are okay: 

 - login.live.com — resolves and connects                                        

- sessiondirectory.xboxlive.com — resolves and connects            

 - multiplayer.minecraft.net — resolves and connects
