Pillager Patrols not spawning
Pillager patrol mob events have not spawned. I've not seen one in a 740 (in game) day old world. The spawning conditions are met. From what I've seen, especially superflat worlds are broken by this because "the terrain is invalid", "the mob cap is filled", "no spawn bug where they just never spawn", "the lack of vertical terrain", "abundance of passive mobs", "the abundance of hostile mobs". Please fix this. Thank you.

Thanks for the report. It sounds like this is an issue we've pulled over from Bedrock. We're working to have it fixed in a future release!

Is the world is in peaceful mode? In peaceful mode, pillager patrols don't spawn.

it is not in peaceful mode and I did enable the pillager patrol event with /mobevents
