stuck on downloading resources (Mac 1.21.03)

Everytime i log into Minecraft it gets stuck on the downloading resources and eventually makes me skip downloading them at all, its very annoying because this means no mods work too.

  1.) Do you get this with mods only or without mods as well?

  2.) Are you on the latest version of Minecraft Education?

  3.) Is this a home network or school network?

  4.) Is this a commercial account or school managed account?

  5.) Do you know any others also experiencing issues?
