In Adventure mode, I can add and break blocks.

Even though I'm in Adventure mode, I can add and break blocks. /wb is set to false.
In other worlds, the behavior is fine.

I would like to share this infomation provided by Danny from the Minecraft Edecation support team.
In the "Blocks of Glass" build plate from the Starter Worlds, there are allow blocks that enable players to add and break blocks even in adventure mode. I checked, and those allow blocks are at y-63.
