Yes I have restarted my computer and it still doesn't load. from a distance it works but when you get close it doesn't load. This is for all my worlds

When I launch any of my worlds none of the blocks load. They are all a cyan color but are still there. water and mobs load in and if you are sitting underwater it loads and you can see it normally ...
