Can you let us know what type of device this is? If it's a Windows device, you may have two copies installed. If so uninstall one copy and see if that helps.

From what you describe there may be a VPN or content filter in place. Can you check for any of these filters and toggle them off for a time as test? Also try a different network to see if that helps.
