  I've reset router, unplug power supply to Xbox and have tried reseting Xbox a few times already

  This sounds like it might be the Bedrock Edition you are installing, is that correct?

  This is a Forum for Minecraft Education Edition.
  Minecraft Education edition doesn't work on Xbox as far as I know.

  Theoretically, if you went on to Microsoft edge on Xbox, and opened the MCEDU download page, could you do it?

  You might be able to download the file but the install on the Xbox won't go through. I am sure there are people with methods to bypass anything, but we are not supported on Xbox at this time.

  There are at least some differences in the software and how education edition requires internet access and log in in order to sign into the game,  so I do not think Education edition is going to load properly onto any of the consoles
