Worldbuilder error

Hello, I need help on this matter. Why do the command /worldbuilder or /wb can't activate my ability to crash or create blocks? I have tried to use the command to make my worldbuilder status true but it had no effect. Please, anyone who knows how to solve this. Thank you in advance.

  Hi. Sorry for the struggle!
  The command to change world builder is like a light switch. When you make the command if it is off it will be turned on. You use the exact same command again, and if it is on it will be turned off.
  /wb
  is the command.
  If the command works correctly, there will be a message in your world which says "world builder status changed to true" or "world builder status changed to false"
  However, if you are in a world where you do not have the permission to use this command, it will say that you did not have permission to make this change.
