Translation into Lithuanian language

Hello

We are considering using Minecraft Edu in our primary school but there is one quite considerable drawback - there is no translation into Lithuanian. As far as I can see even UTF-8 characters are not supported. 

What does it take adding new language? Could we offer assistance with translation?
