NPC not spawning

I am currently running M:EE v1.14.3

I have no issue placing items (slate, blocks, villagers, etc) but cannot place NPCs. If placed within a dispenser I can dispense an unedited NPC.

Setting: 

Allow Mobs: ON

Immutable World: OFF

Any suggestions on what the issue might be? Is this a bug or am I missing something?

  Thanks for reaching out to us today. I have tried to replicate that on my end but everything seems to be working as it should. Have you tried completely closing out the program and restarting it? I am also curious as to what device you are using?

  I did some more digging around and was able to resolve this by turning on 'World Builder'

  Typing 'T' and then entering '/wb' in the text bar.

  i can't spawn my npc and even if i do use the dispenser i can't edit it!

  To be able to edit an NPC, you need to have worldbuilder toggled on.  type /wb to toggle worldbuild on/off.
