Why not on iPhone?

I'm curious as to why the decision was made that the game, which is running on iOS, is not available on iPhone only iPad? Many of my students do not have access to iPads at home, but require extra time to complete their tasks. It would be wonderful if they could get it onto their iPhones or android tablets. Schools in my district do not sign out school equipment to students.
