Getting the most out of dedicated server

Hey!
Started a dedicated server with the azure addon last week. Works pretty okey, the kids loves to go online together when they are at home as well. 
Im doing a lot of "Minecraft work" for my municipality, we just created our municipality in 1:1 in Minecraft.

Now we are figuring out the best way to put it online for all the citizens to work together. So i'm trying to learn as much as I can now about the dedicated server part.

Question 1: Is there a way to let other bedrock versions connect to the world, example win10 edition?

Question 2: Can I use the whitelist part in education edition? As education edition doesn't have any XUIDs.

Question 3: I want to be opped permanently, but haven't found a way to do this with the permission.json file as I dont have any XUID...
