School account is ready but doesn't work

I have repeatedly checked my account at https://education.minecraft.net/get-started/ and I am told, 

"Your school account is ready to use with Minecraft: Education Edition. Visit our Download page to install the app."

However after downloading Minecraft Education Edition several times and logging in, I am told, "This account is not eligible to use Minecraft Education Edition.

Any suggestions?
