Ability to quickly edit user permissions

We had an issue whereby due to this issue, students had way more control than they should have and were abusing it.  We attempted /deop @a, expecting that the
"You cannot /deop the original host of a world." would protect the host... which it didn't.

It would be good to be able to work with worldbuilder/op users directly, eg:

@o = users with op

@w = users with worldbuilder

... as well as fixing the permissions issues from the other question.
