Maps as in-world images
I've been exploring how some of the pre-built adventure worlds have been created, since I'm hoping to have my students create their own world with interactive NPCs.
I noticed a number of the worlds have custom images and posters in them. I was surprised to see that in some of these worlds (ie. Active Citizen) they just seem to be using maps in item frames.
Is there a way to generate custom maps from an image file? There's no way they actually took the time to actually build all of these images with blocks in world, right?!?

So you could always build them in the world, and if it is one or two images it could be a fun little project (although you are correct, very time consuming).
As for these specific worlds I am unsure how they did it. There are ways to get custom images into Minecraft Education on these map files, but it is using third party programs which I am unfamiliar with.

You can import images into Minecraft using ImageMap, which is a free utility we content builders use.
