Adding new accounts

Trying to adding new accounts to my Minecraft tenancy and it will not let me, I have purchased 200 licenses and I have only used 110. It keeps telling me when I am trying to assign these licences I have 0 licences.  Licences were purchased March/April this year and will not expire until March/April next year
