Unable to spawn wither

I was trying to test something out in a flat world with the wither, and I tried using the /summon command, and it said "Unable to spawn object", so I tried it the normal way, with soul soil and wither skeleton skulls, but it didnt work. I found that it won't work if facing north, but no matter what direction it was facing, it never worked. I tried doing it in the nether, but it still failed.

  Hi Vincent Lux, 

  Is your world difficulty level set to Easy or above? 

  If it's on Peaceful you won't be able to spawn hostile mobs.

  Yeah, that was the problem, I had forgotten it defaults to peaceful mode. The problem has been fixed, though now I have a new problem, which prevents me from actually playing the game. (I just made the post, it's "Unable to sign in")
